Gwadar always faced water shortage and the crisis proved to be perennial. When it was bought again from the Omanese rulers in 1958, it was facing water scarcity and people using brackish water for human consumption. Rulers never made plans to solve the water shortage on permanent basis. The desalination plant technology was used to mint money by the people in very good of the Pakistani establishment thus their massive corruption of billions of rupees ignored.

Nobody is questioning the former Minister that where is the water from the desalination plants they established in complete haste and machinery imported first and immediately before the necessary construction was made at the sites. Thus they allowed the imported machinery to rust in inhospitable condition. The NAP Government, under Sardar Ataullah Mengal, first provided clean drinking water from the Dasht River source pumping water to Gwadar from the river’s basin. As a result of irresponsible behaviour on the part of the PHE engineers and officials, they pumped sand instead of water without confirming that water is available to be pumped or not. Thus the system and money spent it gone waste deepening the water crisis once again.

The Asian Development Bank funded a scheme to build Ankara Kaur Dam project providing drinking water to the residents of Gwadar and its surrounding settlements. The Dam was built with structural fault using sub standard material, pipes and other equipment to pump water to Gwadar City. The cost of the project was around Rs 540 million in 1990s. The water reservoir was support to cater the need for storing water for over 50 years. It was silted up in less than 10 years with faults found in its entire system. It was planned designed and built by the NESPAK, notorious for corrupt practices to this date and undertaking substandard construction work. Earlier, many dams built by NESPAK in many parts of Balochistan were washed away in the first flood. Once the dam was swept away by flood twice in two successive floods built and rebuilt twice. It was height of in-competency and inefficiency to a criminal extent of the NESPAK in Balochistan, if not in other provinces.

The rulers and officials are misleading the people by making claims that Gwadar will be the game changer not only for Pakistan but for the whole region and at the same time, they are spending no resources to develop Gwadar. Even they failed to complete the Gwadar Port project first and later on its related schemes, railways, international airport and score of other schemes. By making tall claims in regard to Gwadar, they are involved in a propaganda war against the people saying that there would be a turnaround in the national economy once Gwadar Port is built and commissioned.  Chinese are making investment of around $ 46 billion. Around $ six billion are earmarked for infrastructure development of the entire economic corridor from Xingjian to somewhere close to Rawalpindi and some related and liked roads connecting with the main highway. There is no money earmarked for Gwadar related projects. Even the Government had not earmarked money for construction of Gwadar International Airport of the proposed railway plan to connect the port. Worked could not complete on all related highways passing through Balochistan and the roads yet to touch the borders of other provinces. The Provincial Government had also failed to earmark resources for development of Gwadar as the MPA from the district is sitting on the opposition benches thus denied funds for obvious reasons. Other MPAs and Ministers using the funds for their own constituencies and they are least bothered to pick up bigger or wider projects of Balochistan, particularly Gwadar. It is an irony that the rulers, knowing the strategic importance of entire Mekran Coast for the whole world, they failed to ensure drinking water facility for the local residents. There was a house robbery in Gwadar where the criminals whisked away a container of water, the most precious thing on the unending Baloch Coast.
