Balochistan is a water starved region in the entire region. Drought is still reported in major parts of Pakistani.  Senate Standing Committee on Planning, Development and Reform Thursday briefed about the progress of project for building 100 small dams in Balochistan.

The meeting was informed that the previous governments mismanaged this project by building small dams at such a place where there was not water at all. Senator Mir Kabir Ahmed Shahi said if the government would not allocate Rs200 million for third package then it could not be built on time in 2019.

Senator Usman Kakar said in Qila Saifullah Nakhal dam was built which should be preserved by planting trees around the dam and ensuring clean water in the dam.

Officials from ministry of Planning told the committee that during previous year, an amount of Rs300 million were released for the 100 dam project and 45 percent of total work had already been completed.

The committee also expressed concerns over poor planning and directed the ministry to plan in such a way that the project should be competed on time.

On the contrary, this part of Balochistan is comparatively ignored by the Federal Planners to an extent that Gwadar Port city is facing acute water shortage even for drinking and domestic use leaving aside the demand for water for the big industrial and commercial complex. It is an undeniable fact that there are more prospects for building dams and water storage facilities in Balochistan alone comparing with the other province. After Mirani Dam, there are no plans for building more dams and water storage facilities in any part of Balochistan. Small check dams proved to be failure as they failed to recharge the ground water resources needing constant boring to allow significant seepage of water to subsoil. Thus we will waste all the money meant for building huge water reservoirs in all parts of Balochistan beating back drought and famine which regularly visit this part of the world with intervals. All the projects of small dam in hands should be converted into water storage facilities for promotion of irrigation, agriculture and livestock with an idea to make Balochistan food and fruit basket of the entire region.

Balochistan have more than 20 million acres of highly fertile land for cultivation and production of multiple crops a year. More than 7.5 million acres of highly fertile land is available in a single valley based on Kachhi and Sibi Plains. Kirthar Canal and Pat Feeder are already irrigating around half a million acres of land.

It is an undeniable fact that there are more prospects for building dams and water storage facilities in Balochistan alone comparing with the other province. After Mirani Dam, This could be a good decision to building more dams and to provide water storage facilities in any part of Balochistan. At some distance from Gwadar, the planners had provided adequate water for future industrial and commercial development of Chah Bahar Port and also its adjacent industrial and commercial areas where more than 55 billion US dollars are being spent by the foreign investors.  Iran had developed its port facilities at Chah Bahar while we are facing water shortage at Gwadar hampering the pace of development at Gwadar.

Gwadar Port will never be operational without adequate supply of water in commercial quantity. Gwadar will remain a dream without adequate water supply.

To this date, hardly any significant project had been launched to cater water resources from five major rivers of the area flowing close to the Mekran Coast.

We suggested to the Government to construct dam and water resources downstream of Dasht River which had two major contributories of mighty Nihing River and Kech River.
