QUETTA:  The appointment notification of Dr. Naqeebullah Achakzai as Vice Chancellor Bolan University of Medical and Health Sciences (BUoMHS) was challenged in Balochistan High Court, on Sunday.

The petitioners who challenged the notification are Medical Superintendent of Helper Hospital and Grade 19 Officer of Health Management Cader Dr. Zulfiqar Ali and Dr. Shamsullah of Bolan Medical University’s grade 20 professor of ophthalmology.

The petitioners have taken the stance that the appointee didn’t fulfill the required conditions for the post and therefore, his appointment was illegal. They have informed the court through petition that the Bolan Medical College was recently upgraded to the level of University and Secretary Health had advertised the vacant position of Vice Chancellor in the newspapers for which the minimum requirement was PhD where as the nominated Dr. Achakzai only had FCPS degree which was equivalent to MS.

Despite not meeting the required qualification, the selection board not only interviewed the said candidate but also issued notification of his appointment to the chancellor’s post, the petitioner Dr. Zulfiqar said, adding that he had acquired PhD degree from Thailand in Public Health whereas Dr. Shams had a PhD degree in Ophthalmology and have been teaching in BMC for years. Both the petitioners have said that despite fulfilling  the required qualification, they were not considered for appointment whereas a favourit was appointed at a time when ECP had banned all the appointments and that too with deficient qualification.

Petitioners have appealed to the Court to declare appointment as null and void.

Meanwhile, Pakistan Tehriek-e-Insaaf (PTI) has rejected recent appointment of Vice Chancellors of two universities of Balochistan—the Bolan University of Medical Sciences and Khuzdar Engineering University, demanding the revocation of both appointments.

They have also called upon both the appointees to reject the what they called controversial decision of Governor Balochistan and forgo their appointment themselves. PTI leadership has told media that they are in contact with parliamentary parties and they could possibly take the matter to the court.
