Quetta is the prime seat of the Government in Balochistan and it is yet to get a decent look improving the basis services to its people. In all respects, problems of Quetta are getting worse with no attention to provide any relief to the local residents, particularly those residing on this land for centuries. The prime reason is that it was not owned by the rulers and decision-makers and thus discriminated completely. Its civic amenities and services are in complete shambles. There is no improvement in the civic amenities and services despite an investment of huge money by the Government of Balochistan and the international finance institutions and donor agencies. All the resources had gone down to the drain leaving overflowing gutters and dirt and filth on corners of all roads. The old and traditional areas were virtually reduced to slums needing massive rehabilitation as a result of past neglects, mainly neglects of decades and not years. In the coming years, the Government of Balochistan or international donor agencies should spare billions for slum clearance along and later on think about extension of civic amenities and services.

Decades ago a European country offered massive financial and technical assistance to develop the underground sewerage system for Quetta. The top boss of the Water and Sewerage Authority (WASA) Quetta received the funds. Instead of spending the money on improving the underground drainage system for the provincial Capital, he embezzled the money with the help of other co-accused and high officials in the provincial Administration. Finally, the principal accused crossed the international frontier to Afghanistan and fled to this date. The Scandinavian country blacklisted Balochistan and its Government to this date for embezzling the public money of their people and it refused to finance any project in Balochistan. Similar incidents are available from the World Bank and other international donor agencies when the funds were misused and embezzled and the people of Balochistan denied those services with the blessing from more powerful and influential. Specific project of Quetta and improving its services, almost most of the MPAs were found interested to get their share from the grant for Quetta announced by the former Prime Minister of Pakistan.

Very serious allegations were leveled against the elected Mayor of Quetta by his opponents claiming misuse of powers, corruption, nepotism, favouritism and other charges resulting in deadlock on passing the municipal budget of the Quetta. He lost the major and failed to carry on his supporters with the passage of time and not facing the no confidence from his own coalition partners. In presence of millions of illegal immigrants in Quetta and its surrounding localities, it is difficult to improve the quality of life. There is only one solution to the problems of Quetta is that the Balochistan should take its capital city somewhere else preferably close to the Gwadar Port to deal with the massive development issues and better economic management of the international trade through the deepwater port of Gwadar. Once the Capital city is changed from Quetta to another coastal township on the Mekran Coast, the pressure on Quetta will start easing making it possible for to make Quetta a hill resort and a garrison town defending international frontier with Afghanistan dealing with the constant influx of the people from Afghanistan using unregistered and unfrequented routes with Balochistan. Thus the Government should prepare a plan from now to create a new capital city somewhere closer to the Gwadar deepwater port city for monitoring international trade and world diplomacy through trade and commerce.
