The newly elected Chief Minister had fixed his Government priorities to deal with health, education and ensuring clean and bacteria-free drinking water to the people all over the province. He said he will also give equal importance to maintenance of law and order in order to secure the life and property of the people in general.

He made these commitments while delivering his first speech on the floor of the Balochistan Assembly soon after he was elected as Chief Minister with absolute majority.

He belongs to Quaid-i-Azam Muslim League and he had dislodged PML-N from power as Balochistan is no more a PML-N Province in its strict political sense. What will be its implications, it is not known at the moment.

Mir Jan Mohammad Jamali claimed that his family is senior in Muslim League comparing with Nawaz Sharif saying his grandfather was in Muslim League in 1933 sitting besides the Quaid-i-Azam which is a fact of life. Thus the threat to expel Mir Zafarullah Khan Jamali is irrelevant in political context as he is more senior than Nawaz Sharif.

By accepting the post of Chief Minister, Mr. Bizenjo had accepted to face all challenges in the field of health, education, water supply and above all maintenance of public order in all parts of Balochistan. It is a huge task. First of all, the idea to bring water to Quetta from the Indus sources is seem to be impractical.

Instead, the Government should spend minimum resources in conserving water and discouraging private tub-well for commercial or agriculture purposes in the Quetta Valley. The water conservation plans should include recycling of waste water in a big way using it for washing and roadside tree plantation or developing a huge green belt around Quetta to protect the environment.

The use of fresh water will be reduced by half and pressure on the subsoil water reserves will also be reduced drastically. At the same time, the Government should adopt means and use resources to recharge the subsoil water in a big way to defend the nature and environment.

There should be a greater emphasis on building dams, conserving water and developing water storage facilities to beat back prolonged drought in all parts of Balochistan. At the same time, the Government should patronize tree plantation and prefer block forestation so that the trees are protected for decades and centuries.

However, the Government should give priority to manpower development by investing heavily on education and manpower training for future development.

The Government should devote more energy and allocate more resources in quality education by developing the residential school system in remote parts of the province. There is a chance to divert funds allocated to more than 80 percent funds to junk schemes of the Provincial PSDP. Such a useful diversion of funds will pay dividends to the provincial economy boosting spending on education, specifically quality education.

The past Governments paid mere lip service and did nothing to promote quality education. Even they failed to unearth the ghost schools and fire the ghost teachers during the past 70 years. It is time to implement the new priorities, mainly in education sector, to prepare ground for future development of Balochistan.

At the same time, the Government should build the basic infrastructure of future economic development of the province. The task of development, mainly the spending on economic schemes, should be the responsibility of the Government where more than 80 per cent funds should be used.

The MPA fund should be discarded as it left no impact on the provincial economy in any manner. Planning and implementation of all mega economic projects should be assigned to the public sector so that it should remain accountable at all the relevant fora, mainly the Balochistan Assembly.
