Reports pouring in from all parts of Balochistan give a definite impression that the Province had been converted into a bigger slum as it basic civic services virtually collapsed.

There is no concept of cleaning the cities and human settlements providing clean drinking water supply or removal of garbage and filth from the main population centres. The main reason is said to be the virtual collapse of the entire system and it had been overtaken by an administrative anarchy in Balochistan, to say the least.

There is no fund or resources available for the local councils to keep their cities and human settlements clean and free from bacteria and diseases.

Most of the funds allocated to the local councils is spent on salaries and meeting the administrative expenses sparing nothing to invest on garbage and filth removal or provide a decent sewerage system to all parts of the Province.

It is confirmed that the Government of Balochistan and its all institutions, including the local councils, had been converted into salary distributing agencies sparing no fund for improving the civic services. It is discriminatory by all means and standard that the Government denies basic civic services to its people residing in remote parts of Balochistan.

The disturbing signals are coming from parts of rural Balochistan indicating that the Province is close to a disaster with the collapse of system as a whole. The Government should declare emergency to save human life by providing clean drinking water on priority basis and extending civic amenities and services to parts of rural Balochistan, particularly the major cities.

The Government should immediately stop all the finances to the on-going schemes of the MPAs and diverted all the funds to ensure clean drinking water and better civic services to the entire people of Balochistan without any discrimination.

The MPA schemes are useless and mostly for the personal or group benefit and not for welfare of their own constituents. Thus priority should be given to all the schemes providing drinking and clean water for the people and improve the civic services and amenities.

The Provincial Government should prepare a master plan covering all the major cities, townships and human settlements in all the five ecological zones of Balochistan to improve the delivery system as early as possible or before any disaster or outbreak of epidemic in any part of Balochistan.

The local government system has collapsed merely because of the massive recruitment of favourites, relatives and political constituents in a big way sparing no fund for beefing up water supply and improving the sewerage system in a significant way.

Most of the local councils lack capacity and thus they should be helped in a big way to improve their delivery system in remote parts of Balochistan. Balochistan Government should discourage congested localities and should build new townships and human settlements with all the modern facilities and civic services.

Including parks, play grounds, commercial and community centres, schools, hospitals or dispensaries, mosques and other related facilities. It is necessary for modern living. The Government should start building modern Balochistan by establishing new townships with all the modern facilities.

The Government should perform the development work in a big way in all those settlements while commercial banks should be asked to provide soft loan to people building their own modest houses in a planned manner ending the concept of squatter settlements.

The Government should start this scheme with the Government employees at all level with an idea to provide them home to all with modern facilities as beginning of building modern Balochistan which should be free from filth and dirt. At the same time, the residents should also get all modern facilities of health, education and jobs at the nearest places.
