International donor agencies and finance institutions are helping several provinces of Pakistan in a big way to provide solar power to most of the Government hospitals, educational institutions and many organisations offering significant utility services to the people away from the major cities.

 

International donor agencies and finance institutions are helping several provinces of Pakistan in a big way to provide solar power to most of the Government hospitals, educational institutions and many organisations offering significant utility services to the people away from the major cities. Balochistan Government, in a modest way, diverted some funds from the controversial MPA schemes installing solar power system in some of the hospitals and educational institutions in parts of Balochistan. For the first time, the Provincial Government had diverted a small amount of the funds of the MPAs in public service to make hospitals functional round the clock. Balochistan is huge land mass and it is not a province, it is big region and more than half of Pakistan. It needs big resources in all fields. The Federal Government is providing merely 400 MW power to its people with junk power transmission line in the entire Province. On the contrary, Balochistan is producing 2400 MW electricity and all supplied to other provinces as Balochistan denied a reliable power transmission system for the past 70 years. There are no indications that the Federal Government, particularly the Ministry of Water and Power, will provide better power transmission line to Balochistan which will reach all its four corners. It is pity that gold mines operating in Saindak in Chagai District had been denied electricity to this. The Balochistan Government had already paid the basic cost of the Nokkundi Power Transmission Line years ago to the QESCO and the whole area is under complete darkness.  Thus, it is necessary for the Government of Balochistan to approach the international donor agencies and international finance institutions for massive assistance on the pattern of other provinces seeking financial and technical help for providing solar power to all its hospitals and educational institutions in remote corners. The Balochistan Government should approach those international donor agencies for such help to operate all the utility services, mainly water supply and sewerage system on solar power in smaller towns of Balochistan. The Ministry of Economic Affairs Division should not object to direct approach to the international donor agencies for seeking such help as Punjab and its CM given much more power to conclude international economic agreements with China, Turkey and score of other world countries.

The international finance institutions and donor agencies are spending millions of US dollars on such schemes to provide solar power to the hospitals and educational institutions besides those Government organisations providing necessary civic services and amenities to the local population in those provinces. Balochistan is the most backward province and it deserves urgent help to bring it at par with the other developed provinces of Pakistan. The Federal Government and particularly the Ministry of Economic Affairs Division should facilitate the Government of Balochistan in seeking such grants and aid for public service improving the living standard of people in remote corners of Balochistan.  The Provincial Government should also approach the United Nations, World Bank, the Asian Development Bank and other international finance institutions for financing the entire solar power project in Balochistan where experts and economist proposed rooftop solution to problem of electricity in far flung areas of this vast province.  Power Transmission Lines should be used to provide electricity for bigger human settlements, operate industrial plants and factories and mines, including copper and gold and iron and steel. Smaller villages and human settlements should be given solar power. Balochistan Government should also make investment from its own resources in financing some of the most urgent projects like major hospitals built in faraway places where healthcare facilities are better and relatively modern. Two major hospitals are located in Kharan and Dalbandin which were built by the Arab Sheikhs during their visit to the area. Both the hospitals should be made operational round-the-clock catering the need of the entire region or the patients should not rush to Quetta for specialized treatment.
