It is reported in the newspapers and also by some of the news channels that the Prime Minister had allocated more than Rs 27 billion for providing natural gas facilities to 91 political constituencies, overwhelming majority of them are located in the Province of Punjab. Hardly a couple of constituencies are in other Province.

It is reported in the newspapers and also by some of the news channels that the Prime Minister had allocated more than Rs 27 billion for providing natural gas facilities to 91 political constituencies, overwhelming majority of them are located in the Province of Punjab. Hardly a couple of constituencies are in other Province. One of them is located in Balochistan that’s belonged to the former Prime Minister Mir Zafarullah Khan Jamali. Other individuals included Mr. Sherpao, Maulana Fazlur Rehman and the KPK Chief Minister Pervez Khattak. Earlier, the Prime Minister paid a visit to Quetta where he inaugurated the Gas supply project specifically for the constituency of Mr. Mahmud Khan Achakzai as his home village is located at Inayatullah Karez close to the Afghan border.  Overwhelming majority constituencies belonged to the PML-N Members of Parliament or from the Punjab Assembly and all of them are located in the Province of Punjab. Some prominent beneficiaries including Capt Safdar, son in law of the Prime Minister and Mr. Talal Chaudhary who had been assigned the task to defend the Government policies and respond to the charges from the Opposition parties and leaders. Both the Constituencies of Capt Safdar and Talal Chaudhary had got allocation of more than one billion each. Massive funding the projects in Punjab is being taken place ignoring 29 huge districts of Balochistan where the people had been denied natural gas facilities even after six long decades.

It is misuse of State powers and resources by the Prime Minister exercising his discretionary powers and denying basic facilities to the most backward districts and regions of Balochistan, Sindh and KPK. There were some restrictions imposed by the Supreme Court in one of its decisions restraining the Prime Minister from exercising his discretionary powers without any lawful authority, mainly operating a parallel budget in favour of hi political constituents.  Nawaz Sharif made it a practice to oblige his political constituents first ignoring the others. Even he had ignored his party stalwarts who belonged to Sindh and they complained that Nawaz Sharif had no the courtesy to pick up the telephone from PML leaders belonging to Sindh. Those were mostly former Governors and Chief Ministers of Sindh. Those included Syed Ghous Ali Shah, Liaquat Ali Khan Jatoi, Mr. Mumtaz Bhutto and score of others who finally resigned from the PML-N because of the parochial attitude of Nawaz Sharif.  It will be unfair that the people from other region should seek justice from such a man who snubbed the party loyalists but they belonged to Sindh.

Balochistan is a victim of discrimination from the Prime Minister and it had been denied natural gas facility by design. At present, around 29 huge districts are denied Sui Gas facility though Balochistan is the real owner of the natural gas. It was denied its right price for political and strategic reasons. In absence of Sui Gas, the Government would have imported double quantity of oil to meet its energy requirements. According to independent economists, the Government had spent around $ 360 billion on importing oil during the past six decades. Thus the contribution of Balochistan, through the Sui Gas, is the same and the Federal Government should pay $ 360 billion to Balochistan and not Rs 10 billion as Development Surcharge on Sui Gas. It is unfair and amounts to denying the right price of Sui Gas to Balochistan. An addition reason is that the Gas had been used in the Punjab and Sindh as an engine of economic growth energizing industrial units. Only a few human settlements, including Quetta, were given natural gas facility.  Important regions of Jhalawan and Mekran, Lasbela were denied gas facility. The second and third largest cities of Khuzdar and Turbat denied the gas facilities to this date when the Sui gas reserves are depleting fast due to massive use of gas in the Punjab and followed by Sindh.
