The founding fathers of Pakistan publicly pledged to make the Federating Units ‘autonomous and independent’ within the framework of one Pakistan granting maximum possible autonomy to the Federating Units. It was the basic and prime commitment made to the people from all the Federating Units. Now the rulers are deviating from those public commitments denying legitimate autonomy to the provinces on various pretexts.

The founding fathers of Pakistan publicly pledged to make the Federating Units ‘autonomous and independent’ within the framework of one Pakistan granting maximum possible autonomy to the Federating Units. It was the basic and prime commitment made to the people from all the Federating Units. Now the rulers are deviating from those public commitments denying legitimate autonomy to the provinces on various pretexts. It had been proved beyond doubt that the highly centralized state of Pakistan had embark on projects to do away with the Federal System and naïve politicians and those new comers in politics supporting Presidential System or a system ‘Executive President’ replacing the Federal and Parliamentary system. The people of smaller provinces, besides erstwhile Muslim Bengal fought till the last to dislodge Ayub Khan and his presidential system for which thousands of people laid down their lives. There is little doubt that NAB or the proposed National Accountability Commission will work against the fundamental interests of the Federating Units and further centralize the governance to the disadvantage of small provinces having no say in the highly centralized Government of Islamabad. Thus all right minded democrats in Pakistan should support the idea of ‘autonomous and independent’ Federating Units within the framework of one and united Pakistan. Or the spirit of Pakistan should be retained with letter and spirit in future.

The NAB was used first by its creator General ® Pervez Musharraf and win over the loyalties of all corrupt and dishonest politicians blackmailing them into the official Muslim League in shortest period of time. From the very first day, it was considered as a tool of the highly centralized Government in Islamabad to bully the political opponents and compel them to join the bandwagon of the ruling elite. Or advance the interests and agenda of the Central Government in provinces, mainly the smaller and weaker provinces. Thus such a concept should not be acceptable and the process of accountability should remain a provincial subject and it should not be delinked with the law and order. Balochistan should strengthen the Anti-Corruption Establishment (ACE) by appointing more powerful and honest officials so that it should remain effective. Since most of the officials and ACE functionaries will be local, it will be much more effective and deadly in our local environment. Most of the NAB functionaries or ex-servicemen or outsiders having least knowledge and information about the local people and the indigenous society and thus they are involved in committing blunders by default.  In some of the cases, those aliens were involved in misbehavior with the under custody people which is highly questionable in our norms of social behaviour.

All the Federal Government employees should be the administrative control of the Provincial Government and they should not treat themselves above the local laws or no accountable to the local administration. In such case, all the corruption cases of the Central Government employees should also be dealt by the Provincial ACE barring all functions of NAB or the future NAC. The NAB laid greater emphasis on recovery of money while the ACE should give more credence to punishment, including life imprisonment for the corrupt and dishonest and not recovering money as claimed by NAB chief off and on. In absence of deterrent punishment, hundreds of billions are being embezzled in Balochistan and the huge Provincial Budget, barring the salaries, never reaches the common people in all the four corners of Balochistan. The superior courts had raised questions on the concept of plea bargain rather than punishing the corrupt and dishonest. There is no importance of a couple of billion recovered through Plea Bargain in case when hundreds of billions are being plundered annually. It is more important to check corruption, not through the slogan mongering but through deterrent punishment, preferably life sentences. It is possible only with the support of the indigenous society and local people.
