The Balochistan National Party (BNP) organized an all parties’ conference on Balochistan, its coast and resources, in Islamabad in which all the major political parties of the country participated with unprecedented interest and involvement to help their fellow citizens in the most backward province.

The main idea was to resist and reverse the threat for a demographic change in which some of the speakers highlighted the issue of Karachi where 20 million people were encouraged and settled on permanent basis to change the demography of Sindh as most import Federating Unit of Pakistan. Now there is a demand that the Chief Minister or the Chief Executive of Sindh Government should not be a Sindhi as the Sindhis are no more in the majority if the fresh census is held in time. Baloch nationalist political leaders and parties are trying to resist such a move making demand that all the aliens coming to Gwadar for job or business should not have the voting right in the entire Gwadar District or on the entire Baloch Coast—from Karachi to Jiwani. The APC passed a unanimous resolution demanding that the aliens should have the voting right, they should not be register as voter in Gwadar District; should be denied CNIC, Passports and other identity papers of Pakistan/Balochistan so that the move for a demographic change is effectively checked constitutionally and legally. Similarly, the residents of Gwadar District should be given top preference in local jobs and employment opportunities should be reserved for them first followed by the resident of Mekran. The resolution was passed by the grand APC in which top leaders of Pakistan and the major political parties participated. It was the greatest achievement of the BNP and its leader Sardar Akhtar Mengal in getting overwhelming support from all over Pakistan for his idea to plug the moves to bring demographic changes in Balochistan using development process as a political and economic cover to colonize Balochistan and exploit its unlimited resources.

The Resolution unanimously demanded that changes should be made in the laws and the constitution handing over Gwadar Port and all its related projects to Balochistan as Federal Control over Gwadar is unacceptable to the people in general. Mr. Yusuf Masti Khan, whose forefathers remained Trustees of Karachi Port Trusts during the British colonial days, suggested that it should be made a trust of the local people and its control should be handed over the Gwadar Port Trust. It was a valuable suggestion from the veteran Baloch politician from Sindh resolving the issue once for all avoiding all legal and constitutional complications. He opposed the idea of making Gwadar a walled city restricting the movement of the local people. His idea was appreciated by the participants of the conference. The APC resolution also demanded immediate cancellation of the security cards issued to the local residents. The local people should be considered as owners of all the economic and commercial assets of Gwadar and there should be no mistrust on the people for any reason. The APC was impressive for a variety of reasons particularly the organizers and participants demonstrated their political maturity, keep complete order and discipline and heard the speeches of even their adversaries with full patients. However, it was two Ministers who interrupted the speakers and tried to impose the Government views on them. On those occasions the Federal Ministers were censured by the participants on behalf of the speakers who kept quiet. The sessions continued for around 12 hours with complete discipline and political maturity, a rare commodity in Pakistani politics.
